Sixteen megabytes is the WhatsApp limit for video sent as media, and a figure many upload forms reuse. This page fits your clip into it as a standard MP4.
Unlike the WhatsApp page it does not cap resolution at 720p, so it suits short clips going somewhere other than a phone chat.

WhatsApp caps video sent as media at 16 MB. Other services that use the same figure usually mean the file size on disk, which is what this page measures.
We target about 93 percent of 16,000,000 bytes so the result clears both the decimal and binary readings of 16 MB.
Worked example
90 second clip, 1080p, 120 MB. The budget is about 1.3 Mbps: 96 kbps audio and about 1.2 Mbps video at 540p.
Result: an MP4 near 14.9 MB.

Is this the same as the WhatsApp page?
Nearly. The WhatsApp page limits output to 720p because WhatsApp scales video down anyway. This one allows 1080p when the clip is short enough.
What if my video is already under 16 MB?
The page says so. You can send the original; compressing again only loses quality.
Can I get 1080p?
For clips under about 35 seconds, yes. Longer clips drop to 720p or 540p to stay under the cap.
Is anything uploaded?
